SPR-792: State of The Practice of a Data Management Office Within DOTs

The Arizona Department of Transportation (ADOT) is exploring the feasibility of establishing a Data Management Office (DMO) to improve the governance, accessibility, accuracy, and coordination of agency-wide data. This research project aims to assess the potential structure, staffing, funding, and implementation of a DMO—including the possible creation of Chief Data Officer and Geographic Information Officer roles—by reviewing literature and practices from USDOT, other state and county DOTs. The study will identify best practices, costs and benefits, return on investment, and lessons learned from existing DMOs, ultimately helping MPD develop a business plan and make informed decisions about data governance policies and the DMO’s viability within ADOT.
